Be it enacted by the Legislature of the state of Utah:
Section 1, Section 
53G-4-415
 is enacted to read:
53G-4-415. School district governance agreements.
(1)
A local school board may not enter into or renew an agreement with a private 
association that delegates any decision-making or other governance authority for the 
school district or a given school, in whole or in part, to the private association or another 
group that is not a subdivision of the school district.
(2)
A local school board may not delegate decision-making or other governance authority to 
a council or committee of a school with the exception of a school community council as 
defined in Section 53G-7-1202.
Section 2. 
Effective date.
This bill takes effect on 
May 7, 2025
