State School Board Transparency Amendments
2025 GENERAL SESSION

LONG TITLE
General Description:
This bill creates new duties for the Utah State Board of Education.
Highlighted Provisions:
This bill:
requires the state board to publish information related to state board meetings on the state 
board's website;
limits the length of state board meetings; and
may require the state board to issue a report.

Be it enacted by the Legislature of the state of Utah:
Section 1, Section 
53E-3-525
 is enacted to read:
53E-3-525. State board transparency.
(1)
Beginning May 7, 2026, the state board shall:
(a)
publish the following information on the state board's website:
(i)
a record of each vote by the state board, including:
(A)
the date, time, and place of the meeting;
(B)
the subject of the vote;
(C)
the names of state board members present and absent;
(D)
the result of the vote, including each board member's individual vote;
(E)
the audio or video associated with the vote; and
(F)
meeting minutes, notes, and other records related to the vote in accordance 
with Title 52, Chapter 4, Open and Public Meetings Act;
(ii)
a meeting agenda for a meeting scheduled to occur within the next 24 hours; and
(iii)
a contract the state board intends to consider at a meeting at least seven days 
before the date on which the meeting is scheduled to occur;
(b)
distribute a contract the state board intends to consider at a meeting to each state 
board member at least seven days before the date on which the meeting is scheduled 
to occur;
(c)
ensure the information described in Subsection 
(1)(a)
 is accessible through a single 
click from the state board's home webpage;
(d)
post the information required by Subsection 
(1)(a)
 within 7 business days after a 
vote; and
(e)
limit official meetings to a length of no longer than nine hours, excluding lunch and 
other breaks, and conclude the meeting by 9:00 p.m.
(2)
In accordance with Title 36, Chapter 35, Rules Review and General Oversight 
Committee, the Rules Review and General Oversight Committee may request a report 
from the state board detailing the:
(a)
implementation of the requirements of this section; and
(b)
the state board's compliance with the requirements of this section.
Section 2. 
Effective Date.
This bill takes effect on 
May 7, 2025
