LONG TITLE
General Description:
This bill creates a human trafficking educational program in an institution of higher
education.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 
53B-16-112
 is enacted to read:
 53B-16-112.
Human trafficking educational program or series.
(1) Beginning July 1, 2023, an institution of higher education shall offer to each
student in the student's first year of study an educational program regarding the prevention of
human trafficking and exploitation.
(2) An institution of higher education shall:
(a) contract with a non-profit organization that specializes in outreach and educational
programming about human trafficking and exploitation to provide the program;
(b) offer the program at least three times each year; and
(c) pay the cost of the program, including any required materials.
(3) As part of the program, the contracted non-profit organization shall include:
(a) consistent with state law, the definitions of human trafficking, sex trafficking, and
labor trafficking;
(b) an explanation of the grooming cycle;
(c) examples of trafficker behavior;
(d) risk factors for becoming a victim of human trafficking;
(e) a demonstration showing that human trafficking can happen to any individual;
(f) steps to protect against becoming a victim of human trafficking; and
(g) how to prevent and report human trafficking.
