LONG TITLE
General Description:
This bill creates the Community Policing Training Grant Program.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 
63M-7-218
 is enacted to read:
 63M-7-218.
Grants for community policing training.
(1) There is created the Community Policing Training Grant Program. The commission
shall administer the program to award grants to local law enforcement agencies to provide
training in community policing.
(2) A community policing training program shall improve unity, equity, and support for
the implementation of procedural justice-based training to peace officers.
(3) The training program shall include:
(a) de-escalation, strategic communication, and community trust building skills;
(b) techniques designed to reduce officer-involved incidents; and
(c) methods for improving relations between law enforcement officers and the
communities they serve.
(4) The local law enforcement agency shall apply to the commission for a training
grant. The application shall provide the following information:
(a) the name of the entity to provide the training;
(b) how many officers the training will include;
(c) the length of the training;
(d) the cost of the training;
(e) proposed training dates, if available; and
(f) a description of how the training will improve community policing.
(5) Each law enforcement agency awarded a grant under this section shall, within 180
days of the completion of the training, provide a report to the commission that includes:
(a) a description of the training;
(b) how many officers were included in the training;
(c) whether the training was with a live person, or electronic; and
(d) the agency's perceived effectiveness of the training.
Section 2. 
Appropriation.
The following sums of money are appropriated for the fiscal year beginning July 1,
2022, and ending June 30, 2023. These are additions to amounts previously appropriated for
fiscal year 2023. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
Act, the Legislature appropriates the following sums of money from the funds or accounts
indicated for the use and support of the government of the state of Utah.

The Legislature intends that:
(1) appropriations provided under this section be used for the Community Policing
Training Grant Program described in Section 
63M-7-218
; and
(2) under Section 
63J-1-603
, appropriations provided under this section not lapse at the
close of fiscal year 2023 and the use of any nonlapsing funds is limited to the purpose
described in Subsection (1).
