General Description:
This bill creates the Trauma-informed Research and Training Grant Program.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 
35A-1-601
 is enacted to read:
Part 6. Department Grant Programs
 35A-1-601.
Trauma-informed Research and Training Grant Program.
(1) As used in this section:
(a) "Program" means a statewide program described in Subsection (2).
(b) "Traumatic life experience" means a life event or set of circumstances that:
(i) a child or adult experiences as physically or emotionally harmful or life threatening;
and
(ii) has lasting adverse effects on the child's or adult's functioning or physical,
emotional, mental, social, or spiritual well-being.
(2) There is created the Trauma-informed Research and Training Grant Program to
award a grant for implementation of a statewide program to prevent and mitigate the impact of
traumatic life experiences on state communities by:
(a) researching the economic and workforce impacts of traumatic life experiences on
state communities;
(b) based on the research described in Subsection (2)(a), providing workforce
education and training on the impact of traumatic life experiences and processes for building
and evaluating trauma-informed organizations to:
(i) state and local agencies, including:
(A) public and higher education systems;
(B) law enforcement; and
(C) courts of this state; and
(ii) health care systems;
(c) supporting local agencies in providing the education and training described in
Subsection (2)(b) to local communities; and
(d) developing an online data visualization portal that provides access to:
(i) the research described in Subsection (2)(a);
(ii) the availability and locations of trauma-informed services in state communities;
and
(iii) tools for successful mitigation and prevention of the impact of a traumatic life
experience.
(3) (a) A political subdivision, institution of higher education, or not for profit
organization may submit a proposal to the department for a grant to implement a program.
(b) A proposal described in Subsection (3)(a) shall:
(i) describe the social, economic, and workforce benefits of research and prevention of
traumatic life experiences; and
(ii) provide details regarding:
(A) how the political subdivision, institution of higher education, or not for profit
organization plans to implement the program; and
(B) any plan to use funding sources in addition to a grant awarded under this section
for the program.
(4) In evaluating a proposal under Subsection (3) to determine the grant award under
this section, the department shall consider:
(a) how the political subdivision, institution of higher education, or not for profit
organization will ensure effective administration of the program;
(b) the extent to which any additional funding sources described in the proposal are
likely to benefit the program; and
(c) the sustainability of the proposal.
(5) Before July 1, 2024, the department shall provide a written report to the Economic
Development and Workforce Services Interim Committee regarding:
(a) data gathered in relation to the programs for which a grant is awarded under this
section; and
(b) recommendations for increased prevention and mitigation of the impact of
traumatic life experiences, on state communities.

Section 3. 
Appropriation.
The following sums of money are appropriated for the fiscal year beginning July 1,
2022, and ending July 22, 2023. These are additions to amounts previously appropriated for
fiscal year 2023. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
Act, the Legislature appropriates the following sums of money from the funds or accounts
indicated for the use and support of the government of the state of Utah.

The Legislature intends that:
(1) the appropriations provided under this item be used to award grants under the
Trauma-informed Research and Training Grant Program created in Section

, the appropriations under this item not lapse at the close of
fiscal year 2023 and the use of any nonlapsing funds is limited to the purpose described in
Subsection (1) of this item.
