HOUSE RESOLUTION ON CRITICAL RACE THEORY IN
PUBLIC EDUCATION
FIRST HOUSE EXTRAORDINARY SESSION
STATE OF UTAH

LONG TITLE
General Description:
This resolution makes recommendations to the Utah State Board of Education
regarding critical race theory.
Highlighted Provisions:
This resolution:
▸ recognizes the importance of appropriate education on history, civil rights, and
racism;
▸ identifies risks of critical race theory in public education; and
▸ makes recommendations to the Utah State Board of Education regarding the
prohibition of certain concepts.
Special Clauses:
None
Be it resolved by the House of Representatives of the state of Utah:
WHEREAS, educating students in Utah's public education system on history, civil
rights, racism, and the negative impacts racism has had throughout history is necessary and
should be done in a thoughtful, historically accurate, and appropriate manner;
WHEREAS, some concepts contained in critical race theory degrade important societal
values and, if introduced in classrooms, would harm students' learning in the public education
system;
WHEREAS, the Utah State Board of Education has the statutory responsibility to
establish rules and minimum standards for the public schools, including curriculum and
instruction requirements:
NOW, THEREFORE, BE IT RESOLVED that the House of Representatives strongly
recommends that the Utah State Board of Education review standards for curriculum and
ensure that no curriculum or instructional materials in the state include the following concepts:
▸ that one race is inherently superior or inferior to another race;
▸ that an individual should be discriminated against or receive adverse treatment
because of the individual's race; or
▸ that an individual's moral character is determined by the individual's race.
BE IT FURTHER RESOLVED that the House of Representatives strongly recommends
that no training or training material that the Utah State Board of Education or a local education
agency provides include the concepts described in this resolution.
BE IT FURTHER RESOLVED that the Utah State Board of Education report back to
the Education Interim Committee regarding the board's progress related to this resolution.
