LONG TITLE
General Description:
This bill creates a grant program for local law enforcement agencies to provide outward
mindset and equality training.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 
53-6-214
 is enacted to read:
53-6-214.
Outward mindset and equality training -- Grant program --
Curriculum requirements.
(1) As used in this section:
(a) "Agency" means a local law enforcement agency, as defined in Subsection
53-13-101
(7).
(b) "Outward mindset and equality training program" means a training program
approved by the division and intended and designed to train peace officers to develop an
outward mindset in policing by learning methods and techniques for treating all people justly
and equally.
(2) The division shall:
(a) review and approve a curriculum training program that meets the requirements of
Subsection (3);
(b) approve each training program provider; and
(c) under the direction of the POST Council, administer a grant program to provide a
requesting agency with full or partial funding for an approved outward mindset and equality
training program.
(3) An approved training program shall provide instruction in tools and methods to
develop an outward mindset in policing. The program shall include:
(a) implementation and practice of an applied self-awareness model focusing on
behavioral modification and increased self-awareness changes that influence interpersonal
relationships, collaboration, and productivity, and enable peace officers to learn techniques to
move from an inward mentality to an outward, collective benefitting mentality that supports the
officer's ability to see and treat all people justly and equally;
(b) conducting self-assessments of behavior consistent with an outward, collective
benefitting mentality;
(c) modules on policing in a way that is more collaborative; and
(d) planning methods to achieve individual, community, and organizational law
enforcement objectives.
(4) (a) There is created a restricted account within the General Fund known as the
Peace Officer Training Enhancement Restricted Account to be administered by the division.
(b) Appropriations to the account are nonlapsing.
(5) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and
Subsection 
53-6-105
(1)(k), the director shall make rules:
(a) establishing criteria and standards for an outward mindset and equality training
program; and
(b) developing procedures for granting funds under this section to local law
enforcement agencies.
Section 2. 
Appropriation.
The following sums of money are appropriated for the fiscal year beginning July 1,
2021, and ending on June 30, 2022. These are additions to amounts previously appropriated for
fiscal year 2022. Under the terms and conditions of Title 63J, Budgetary Procedures Act, the
Legislature appropriates the following sums of money from the funds or accounts indicated for
the use and support of the government of the state of Utah.
