LONG TITLE
General Description:
This bill creates the Southern Utah STEM Center, within the STEM Action Center to
promote science, technology, engineering, and mathematics education in southern Utah.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 
63M-1-3212
 is enacted to read:
 63M-1-3212.
Southern Utah STEM Center.
(1) The board shall establish the Southern Utah STEM Center to promote STEM
education and professional development in southern Utah.
(2) The board shall:
(a) establish a Southern Utah STEM Center director's office at Southern Utah
University; and
(b) hire a director to lead the Southern Utah STEM Center.
(3) The Southern Utah STEM Center shall coordinate with Southern Utah University
and Dixie State University to offer elementary and secondary schools in Southern Utah:
(a) student engagement activities in STEM education;
(b) college and career readiness activities for STEM-related majors and careers; and
(c) professional development for educators teaching STEM subjects.
Section 2. 
Appropriation.
Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
the fiscal year beginning July 1, 2015, and ending June 30, 2016, the following sums of money
are appropriated from resources not otherwise appropriated, or reduced from amounts
previously appropriated, out of the funds or accounts indicated. These sums of money are in
addition to any amounts previously appropriated for fiscal year 2016.

The Legislature intends that:
(1) the STEM Action Center shall:
(a) use $410,000 of the appropriation to fund STEM activities provided by Southern
Utah University, including:
(i) $170,000 for the STEM professional development described in Subsection
63M-1-3212
(3)(c);
(ii) $120,000 for the student engagement activities described in Subsection
63M-1-3212
(3)(a); and
(iii) $120,000 for the college and career readiness activities described in Subsection
63M-1-3212
(3)(b);
(b) use $306,000 of the appropriation to fund STEM activities provided by Dixie State
University, including:
(i) $181,000 for the student engagement activities described in Subsection
63M-1-3212
(3)(a); and
(ii) $125,000 for the college and career readiness activities described in Subsection
63M-1-3212
(3)(c); and
(c) use $160,000 of the appropriation for the Southern Utah STEM Center director's
office; and
(2) under Section 
63J-1-603
, the appropriation provided under this section not lapse at
the close of fiscal year 2016, and that the use of any nonlapsing funds is limited to the purposes
described in Section 
63M-1-3212
.
Section 3. 
Effective date.
(1) Except as provided in Subsection (2), this bill takes effect on May 12, 2015.
(2) Uncodified Section 2, Appropriation, takes effect on July 1, 2015.
